U.S. Deputy Secretary of State Robert Zoellick extended his apology in separate meetings with Chief Cabinet Secretary Shinzo Abe and Foreign Minister Taro Aso on Jan. 23. "The U.S. government obviously made a mistake," Zoellick said. The apology was made after the backbone, specified-risk material considered to have a high risk of carrying BSE (mad cow disease), was found in imported U.S. beef. The Japanese government halted all beef from America on Jan. 20, just one month after the imports were resumed.
